The water was calm and there was very few people on the water. Later that day a thunder storm rolled in and it rained for about 2 hours so we drove to the nearby Ice House Resort and played pool until the sun came out. Union Valley Reservoir seems to be the only place that allows kiteboarding and windsurfing, but you should ask a ranger, if this isn’t the destination you had in mind! There are a handful of campgrounds, including Wench Creek, Yellowjacket, and Sunset, that you can stay at if you’re planning on coming here to kiteboard/windsurf. There are some pretty cool trails , like the Horse Canyon trail, the Emigrant Lake trail, and the Fleming trail.
